Frank has focused his law practice on insurance regulation, legislation and business exit strategies. He has represented insurers and reinsurers before regulators in licensing, formation and solvency matters and has served as the general counsel to the receivers of several insolvent, multi-jurisdictional insurance companies. He has extensive experience in issues related to the run-off of insurance business. | |||
| Frank has served as the Chairman of the Governor's Insurance Development Task Force, working with regulators, private industry, legislators and economic development officials to revise and write insurance statutes and regulations to attract the insurance industry to the State of Rhode Island. In this capacity, he has been responsible for the enactment of captive insurance company legislation and solvent run-off legislation, among other key initiatives.
As a drafter of the first solvent run-off statute in the U.S., Frank has spoken frequently at many international insurance and reinsurance conferences and has written many articles for both U.S. and European trade journals on the issue. Frank is also very active in his community, where he serves on several non-profit boards. Frank received his B.A. from Colgate University and his J.D. from Suffolk University Law School. He is admitted to practice in the State of Rhode Island and the U.S. District Court, District of Rhode Island. | ||||
